Data Regulation of the Week Rescission of Conservation and Landscape Health Rule TAKE ACTION DOI's Bureau of Land Management is proposing to rescind the 2024 Conservation and Landscape Health Rule, which in addition to requiring the protection of intact landscapes and restoring degraded habitat ecosystems, mandated the use of science and data as the foundation for management decisions across all plans and programs. USDA is ending future Household Food Security Reports AND the Current Population Survey Food Security Supplement–our most comprehensive source on food insecurity in the U.S. For approximately $1 million a year, it informs over $100 billion in nutrition programs. Cutting it means cutting evidence.

Unemployment Compensation (UC) Program DOL is proposing to revise its regulation on unemployment compensation data to require - rather than permit - the disclosure of confidential UC information to Federal officials for the purposes of UC program oversight and audits. According to the proposal, mandatory collection of this data is essential to ensure the UC program is being administered consistent with Federal law and to identify and prevent fraud. Comments due Sept. 29 Perkins V State Plan Guide & Annual Report In 2024, ED revised its reporting requirements for the Perkins V program to require data disaggregated by gender, race, and ethnicity so performance could be tracked across those characteristics. Through these two notices, ED is announcing its decision to revert to an earlier version of the reporting requirements that did not require disaggregated reporting despite public comments encouraging ED to retain the more detailed requirements. Comments due Sept. 26 Section 503 of the Rehabilitation Act Section 503 of the Rehabilitation Act, together with its regulations, prohibits employment discrimination against applicants and employees based on disability and requires Federal contractors and subcontractors to take steps to employ, advance in employment, and otherwise treat qualified individuals without discrimination based on disabilities. DOL is proposing to repeal the regulations that require federal contractors to collect data on applicants and hires with disabilities and require contractors to apply a seven percent utilization goal for employment of qualified individuals with disabilities to each of their job groups, or to their entire workforce; this notice revises the related forms. Comments due Oct. 24

Biographic Information/Alien Registration This form is used by non-citizens to register under the Immigration and Naturalization Act. The form collects personal and biometric information. During the 60-day public comment period, DHS received many comments challenging the type and extent of information collected on this form, largely on the grounds that the information is overbroad, burdensome, and sets non-citizens up for potential criminal liability due to complexities in question wording and other issues. DHS chose not to make any changes to the form in response to these comments. Comments due Sept. 10. DATAINDEX.US

IPEDS ED is proposing to add a new “Admissions and Consumer Transparency Supplement” (ACTS) to IPEDS. This component will be applicable to all four-year institutions who utilize selective college admissions, because according to the listing " these institutions have an elevated risk of noncompliance with the civil rights laws." Generally, data collected will include race and sex information about students who applied, were admitted, and enrolled, their GPA and admission test scores, and information about financial assistance provided to those students. In the first year, ED proposes to collect that data not only from the 25-26 academic year, but also from the five prior academic years. Comments due Oct. 14. DATAINDEX.US
