You can deauth WiFi with any laptop. For that matter, a Raspberry Pi could do it. It’s trivial to do and there’s not much you can do to defend against it. Even hidden SSID’s can be deauth’d since they still transmit an easily seen BSSID. Search WiFi Deauth attack for more info.

Lots of WiFi cameras on the market that also support backup recording to on board SD cards. Ring, to my knowledge, does not. But my experience is only with their doorbells.
