How is me purchasing shares of a Canadian bank on the Toronto exchange in any way benefiting the Canadian economy. Venture capital or investment in R&D that would hold a royalty might make some sense but with a whole different risk profile.

Rebates plus administrative costs it was really smoke and mirrors. Canadians except a certain minority in Sask and Alberta would pay more if there were tangible benefits to long term reduction of emissions.

Not sure why collecting money then turning around and rebating it serves any purpose. If the funds raised had been used for projects like improvements to transit, rail or rebates for efficiency projects it would have made more sense.
