You can sacrifice without worship, if you really feel the need. Volunteer, have/adopt children, adopt animals, etc. You'll be actually DOING something instead of offering up shit to something that doesn't even exist!!!

Why would someone who is clearly valuable to your economy come here to literally help you out if you expect them to get nothing for doing so?!

Also, the 30% ruling isn't even massively helpful for someone who has to start from scratch with nothing to fall back on. For someone making the minimum amount to qualify for it, they get €430 extra a month.
That's barely a 1/3rd of the average rent.

Without offering any incentive, such as extra cash in hand to set up a whole new life, many HSMs would likely not come to the Netherlands. It's not exactly offering competitive salaries compared to the cost of living or anything.
