The way I see it, it can go either way:
- the non tangible code of magic (tabletop) reads "you may move all counters" as "you may remove -1/-1 counter and hexproof counter from this, add a -1/-1 counter to target creature etc", hence making it illegal.
- the non tangible code of magic (tabletop) reads "you may move all counters" as "you may remove -1/-1 counter and hexproof counter from this, add a -1/-1 counter to target creature etc", hence making it illegal.

The way I see it, it can go either way:
