My guess is that it’s him, when the result of Robin’s welding job on the exhaust makes itself manifest. It looks like that may have happened once already. I like how the cast goes on over the costume.

Early predictions of Robin’s eventual costume seem to have assumed that he’d combine the elements of his and Batman’s costumes, but also ramp up the silly parts. He looks like the most awesome birthday magician ever!
