If the participation biased, that would explain part of the 11% disparity between Rep. Fellela's R opponent, maybe more or less depending of if her district matched Johnston's overall rate of participation at that level of the ballot.

The quick version of this analysis only accounts for the municipal level, but in Johnston, it loos like just under 93% voted for a state assembly member ...
