I think it's pretty clear from her language that she believes the culture "to which she believes she belongs" is the best there is & all others, by definition, are inferior to hers. That is clearly racist.

I would disagree that an entire culture is responsible for the deeds of some people in power.
People stigmatise, torture & kill other people, & it's got little to do with where they come from.
