All in all, you are arguing the graph you posted is wrong, and didn't explain the previous peak drop. Man oh man, such a tangled web. Here is the U.S. graph (referenced to the CDC, but both sides can lie of course and manipulate classifications).

Here's your graph showing there was a significant drop before the vaccine and a spike after. Over 6,000 to well under 4,000, just before the vaccine, and another spike well before the vaccine of almost 8,000 to under 2,500. In short, there's no correlation as it shows.
