One of the things our zoning regulations do is encourage these fortress apartment complexes with "amenities" that keep residents separated from joining the rest of the community at the gym, dog spa, Top Golf, public pool, or whatever.

I like this approach because all the other approaches I'm seeing compare rent (or rent-to-income) to homelessness. But then I'd be arguing:
