If the same individuals supported the new volunteer community brigades, they would have more resources to protect homes in the same way private firefighters do, but for everyone.

This isn't just an LA issue either - I am pretty sure hydrants ran dry in San Francisco in 1906 and in Canberra in 2003.

Fire crews are often told in wildfires to not hook up to hydrants to stay mobile for various reasons too.

We need fire engines and brush trucks with more tank capacity.

Why is the Insurance industry for profit? Why can't a non-profit insurance company be set up to - it could invest in community resilience and adaptation, like the Los Angeles Emergency Preparedness Foundation and their Community Brigades. This would disrupt the industry.
