If you look at it through a political / legal lens, the issue is that both EDI and Literature are seen by a majority as English-language concepts alone. The idea that either / both can be delivered through a minortised / community language doesn't even register, across the Atlantic Archipelago.

PS. The worst of all for me is a certain literature-focused programme on BBC Scotland that will presumably be going into its sixth (?) series. Despite trading on the presenter-curator's Scottishness it has never - not once - included a Gaelic writer. On our national channel. Yet we call this EDI.
