There's plenty of material with the current administration of why it's needed that'll resonate with the public. Also, it'll help you gain approval for rebuilding the social programs, as opposing arguments of corruption in government will be weakened.

Now, of course there's a place for brainstorming, prototypes, and fail-fast efforts to test an idea but that's not the space I'm speaking to - those are good in a contained sandbox knowing it's boundaries.
