Jesse Jackson made a pronouncement in the late 80s--I think around 89--and the press just started using the term. No black person voted for it. That always irked me. When Malcom X used Afro-American at least that was responding to the black public.

This is why black Americans whose families have been here since slavery don't use the term African American. I can trace my lineage back to the 1840s, all here in America. The word play is very intentional.
