People have been assuming this even without the blurry photo because if he were alive they'd be making a point to prove he's alive to silence the ever growing calls for them to do so.

It's not fatalities panic, it's the most logical assumption given that there are deaths happening there and given that they won't show signs of life.

People were freaking out because there's bodies and blood. Yes, some people jumped to conclusions but most would've been freaked either way. As we all should be. Also it still means it's likely he's dead.

From what I was reading they're from 2024. But considering it's only been open since 2023 and that looks like significant blood staining after only a year, combined with what's going on now it's pretty alarming. Maybe even more so.

A few people have adjusted the contrast and shown it looks like blood and bodies even more when the contrast is adjusted. They're photos from last year, but they have a max capacity of 40k and they've had over 80k people imprisoned there. And they admit they don't release prisoners. Very alarming.
