Project 2025 is a specific 2023 Heritage Foundation policy blueprint with Trump ties, not some vague "latter manifestation" of Ailes or Luntz. Antifa's informal structure doesn't preclude terrorist designation, as decentralized groups can still be targeted for coordinated violence under U.S. law.
