Seems to me the other parties wanted a referendum because they didn't want ranked ballot. (Cons wanting FPTP, NDP and Greens wanting PR.) It seems reasonable that they would not want a system that gives Liberals a systemic advantage.

I thought Trudeau reconsidered and realized there were problems with proportional representation - not just for Liberals but for countries. Are you sure it was the Greens, NDP, and Cons that blocked him from implementing PR? He always gets blamed for not following through on his promise.
