You could balance around how much AP at a given level with classes giving you things to spend it on

A Warrior's attack action deals a d10 per AP spent attacking one foe, while a Mage casting Pyromancy deals a d6 AOE per AP spent. Abilities scale as you get more AP rather then being replaced.
