Does she think the US does this for funsies? The parents of Chinese students (used to?) send their kids here and pay full tuition, subsidizing poor American kids like me. If neither foreigners nor our gvmt pays for college, who does?

That isn't what she said. I'm not sure I've seen anyone saying this. I HAVE seen Black people pointing out (accurately) that "most, not all" white people benefit from a system that was built on racism. The quote (?) that you have here really isn't racism, b/c it's not making an unfair advantage.
