But here’s the thing: some of these systems aren’t working to their full potential. Credit markets in some provinces aren’t binding. Credit markets look to be oversupplied, due to policy interactions, loose performance standards, and technological change.

Costs matter too. Right now, oil & gas is a big source of economic growth. Turning it off like a switch isn’t viable. Instead, the cap focuses on emissions: it includes alternative compliance options to give firms flexibility to adjust to changing market conditions.
