It’s not very clear here, but another RNZ article that asked whether police were pressured to hit targets implied that they were producing fake results with no drivers being involved. Like pump out some results and knock off early type stuff.

The ongoing debate is always: do NZME's reporters feel like they have to glaze the current government because they know that's what leads to success within that company, or do they do it willingly because they're sympathetic to the cause?
