Everyone else caused ghost mode willingly. Zeref did not. The only reason he started the war was because he knew, with his plan, it would *actually* fix things and undo those actions.

Jellal tried to use the tower, which Zeref had abandoned as an idea because of the cost it would take, and we see almost none of all the sl*ves that had been there so hmm
