Could be if they are foreign or they're tracking people/spying on them.

I think the most believable theory is that these belong to our military and they're either looking for something or testing something. I think if they were foreign, they would know exactly where they took off from, shot them down, then retrieved them to examine.

I have but most of the ones in my area are just recreational. People can claim to be in the know, but unless they show some proof, I'm hesitant to believe what they say.
