My guess would be Copeland Spode but lacking the maker's mark (the tiny smudge of a backstamp could conceivably be part of the Copeland Spode logo, though it's hard to tell). They appear to have made fluted shapes in this pattern, e.g. www.etsy.com/uk/listing/1... or www.facebook.com/groups/82899...
