Well this seems to be the rule of law they want to put in place.

Mississippi HB1484 & Missouri SB72. A $1,000 bounty for illegal immigrants and felony life sentence till the person dies. Lines 29-33.

HB1484 further states that certified bounty hunters in the state of Mississippi would have the power to locate, detain, and deliver individuals suspected of being illegal aliens. Verbiage in the bill goes on to state the creation of this system will outline a payment system for these individuals, thus financially stoking participation in this newly established program.
