Let bad guys be bad guys sometimes, Hollywood. You can make an interesting villain by just giving them a specific brand of evil and sticking to their motivations.

For example:
Here's Lord Phlegethon, Archdemon of Dominance, Violence, and Conquest. He grows stronger by eating souls, sees war and conquest as a form of entertainment, and treats battles like a sport. He loves a challenge, and being defeated only strengthens his resolve.

These people are not law enforcement. They're kidnappers.

I just want to say I love your art and I love your comic. I think Cheth is a complex character with a fun personality, and I can see the character development building for Philemon that makes me look forward to future comics!
