The PSA telling soldiers to follow the law was misinterpreted by Donnie's little brain. He heard it as they shouldn't follow his orders. As long as he gives legal orders there's no problem. But the killings are not legal.

@velshi.com The PSA about illegal orders was bait and Donnie bit down hard. They told them not to follow "illegal orders" but Donnie's brain translated it in don't follow orders. Donnie was sucker punched.

During the Vietnam War, the government often called protesters names like communists or conspirators and used derogatory terms such as hippies or peace-nicks. They were also often referred to by the less overtly hostile, though still opposing, term doves

In the 60's when the hippies protested the Vietnam war they were called communists. Today Mike Johnson is calling them communists again. Where are the young people needed to help protest? Looks like us hippies will have to save America again.
