IMO with no WT, units weapon access matters way less and it just comes down to which stat stick is strongest. Which is usually going to homogenize to Axe Emblem as is the case with both your liked titles.

FE's a case of stacking small advantages to make a reliable strat. WTA is one such advantage.

I'd prefer Break be a status added to FE's repertoire ala Freeze to be doled out by specific staves. Engage introduced two great staves w. Fracture & Obstruct.

I think the base WT needs combat stat modifiers in the mix. Fates' version w. ranks remains my favorite iteration.
