I am delighted and honoured to have been elected Vice-Chair of the International Law Association by the Executive Council. The ILA was founded in Brussels in 1873 to progress the study, clarification and development of international law, now more important than ever.

I intend to continue to stress the applicability and significance of public international law. Departures from it must be identified. The threatened use of military force, even as an 'option' to affect sovereign control of territory, is flagrantly unlawful.

For the avoidance of doubt, an occupying power is not entitled to cede the occupied territory to a third State and the third State does not thereby gain any form of sovereignty, whether to build condominiums and casinos or otherwise.
