Capitalism results in lower budgets for social services (fire dept), while increasing funding for the goon squad (police), which results in prison labor being exploited to fight the fire. They actively use disasters to keep pushing for more austerity, with private fire brigades as a solution...

That's because the capital owning class slams on the breaks in order to further exploit the working class, and aggregate the means of production under their rule by creating division in the populace.
