Over 50% of victims are children. Most are bitten by a dog they are familiar with. Anyone who has been around a small child with a dog knows that children don't really understand the healthiest way to interact with a dog. But it doesn't matter, my point still stands.

I used to manage phone systems. People would always deny calling 911 but I could actually see them push the buttons in the logs. I always told people that if you accidentally call 911, just stay on the line and tell them that you accidentally did it. Hanging up was the worst option.
