If he intended to do both at the same time with no connecting rule he would have simply said “I’m here to kick ass”. The addition of the statement “I’m all out of bubblegum” induces a rule where he may only do one at a time

“Kick ass and chew bubblegum” indicates intention to do both at the same time, implying OR.

HOWEVER

“I’m all out of bubblegum” implies that when one option is unavailable the other must be exercised.

It would eliminate Citizen’s United and Buckley v Valeo, along with most corporate lobbying. It would be difficult to pass, but essential for a functioning democratic republic. How can we expect a republic to work if its promise of equal representation isn’t guaranteed in the constitution?
