He mentioned he got a lot of the rules changes from the badlands Facebook group. The main changes were that carts topped out at 3rd gear. The power ups were all a deck he had printed out. Everything worked how you would imagine Mario kart 64 playing. This one was a battle mode not a race.

The new releases section had recently flooded with super poor quality ai stuff. It was really disheartening and concerning.
