All those things are true, but I also remember my mother telling me how she watched police attack protestors in Grant Park in 1968, then watched news reports about how protestors had attacked the police. Or you can go even further back to Haymarket. It's a very old playbook.

The answer to “why didn’t they” is pretty much always “we tried that, but”.

About 5% of the time it’s “it wasn’t obvious we needed to do that until we finished this version, and we hit the deadline.”
