Having spent 7 years at sea, it seems insane that a crew could accidentally drag anchor. Dragging anchor burns more fuel, costing more $. It takes very specific steps to lower an anchor and set it so that it drags along the sea floor without dramatically slowing your ship.

Using lawfare has been a staple of PRC and Russia to push their geopolitical objectives, especially in the maritime environment. This tactic muddies the waters and makes any measured response slow, as those who respond are working to uphold maritime governance as established by UNCLOS, etc.
