Been that way for years. I filed a benign FOIA request with the FBI when my grandfather passed away in 2018 for his records (he was an agent). The FBI says I'll have those records around 2028.

To answer your question though, you can file a FOIA with the DHS but the odds of you getting an answer in a timely manner are slim.

I'd start searching government contracts (SAM.gov) under the DHS. The purchase of the vehicles and probably the liveries should be there.

Being generous to this administration's claim about "defending" the southern border, I just love the optics of a Raptor being redirected from *checks map* the desert bordering Mexico, for Washington, D.C. This is straight up performative nonsense.

I wish so bad we were governed by serious people.

I think Rivian might be closest with its software suite, but Xiaomi has the advantage of having built connected home devices for years. They're sorta like a Samsung/Google hybrid that decided to get into cars.
