Any half-assed lawyer knows you ONLY look to INTENT when the TEXT is unclear. The Text in this case is clear. It doesn't matter what they INTENDED when the words allow one meaning. If the drafters did a bad job, who cares: what was adopted into the Constitution were their words, not their intent.
