The only other trigger to spawn dragons in Skyrim (apart from completing the quest Dragon Rising) is by killing Vulthuryol in Blackreach. You'd need a dragur to shout at the orb to spawn the dragon, as it only spawns from an Unrelenting Force shout being used on it.
