To be fair, we do not punish by death at the Crystarium... From what I had heard of Eulmore before the night was returned, punishments there could be of that nature, if not somehow more barbaric.

Given the context, I assume it means to kill them. It is no light matter to take a life, thus if that is their punishment, then the crime they committed must have been grievous indeed.

When people do something wrong, be it steal from someone or hurt them, they must needs face consequences for their actions. A punishment to suit their crime.

From the context I have heard it in, it means to...dispose of. Reserved for the worst crimes.

I think when he first had hopes of returning to the Source was the first time I had seen a genuine smile on his face, truthfully... I cannot say much about any other sort of expression though.

Ah, forgive me the poor phrasing. They aren't /truly/ put on hooks. Just tied up with rope and then the long end is tied to some parapet or other structure, allowing them to dangle and squirm. A humiliating punishment, to be sure.
