With so much plastic waste why don’t governments compel the producers of it to take it back and reprocess it? Or levy an addl tax on them? Similarly fast food chains should have extra taxes imposed on them and then that revenue can be passed to cities to pay for the waste being cleared up.

Let’s also not forget leaving the ECHR could result in UK’s trade deal with the EU being terminated because the convention is written into the 2020 Trade & Co-operation Agreement & would also breach the Good Friday Agreement which requires the Convention be directly enforceable in Northern Ireland
