You can also check if the game you run, runs on all cores. If so, you can change that manually in the task manager ( google helps :)) . I had this issue with poe2.

I think it has lots to do with how you are thrown into the story and new characters and how easy the game is. With lv 18 you can easily slay a lv 37 Boss. The game is mediocrity in a nutshell, sadly :/
