Is this another way to make a land/property grab? Let Mother Nature wipe 'em out, no insurance because no FEMA and the insurance companies have pulled out or greatly restricted coverage. Can't afford to rebuild out of pocket. Buy the land on the cheap after foreclosure or forced low price sell.

In my experience, that's not entirely accurate. We live in Portugal and when obtaining private health insurance, pre-existing conditions were considered by the insurance companies and some are uninsurable. Once eligible, you would have to go to the public hospital.
