Why is there even a presidential pardon system? Overriding lawful process is always going to be open to abuse for political gain

Sadly I doubt it. The political incentive is to ensure the PA project works: this is achieved by minimising GMC investigations and flooding NHS with PAs before restrictions start. Scope is opaque so that investigations don’t get initiated, and when needed the buck will be passed upwards.
