Once you do saito then opening to next act happens,the next region on the map that's locked off if you tried to go to the coast.

Ch2 or 3 on ghost? Finished the game and..I'll hold my tongue on it to not spoil thoughts.

Care to enlighten more,not familiar with post ww2 Japan, other than the occupation of Japan to help restore and shape the culture that Japan has now. May be wrong on that part.
