Any industry with a tariff will hurt, so what? For you to make a compelling argument for getting an exception, you need to make a case for why your industry is less damaging to Americans to tariff, disproportionately to other industries. Which you've not even attempted to do here.

There's nothing to "understand" if it's never been tested successfully before. From brief research since you started talking to me about this, it looks like Cuba has maximum wages, but it doesn't look like there's any clear before/after information not tainted by lots of other concurrent changes.

No, I don't. Not without data and proof of concept. A maximum wage may very well introduce all manner of perverse incentives and corruption into the labor market that could decrease overall GDP/efficiency and potentially also minimum wage or minimum purchasing power.
