Indeed the very fact that the US publishes such a disproportionate amount of English books--but still not nearly enough for you to run out of amazing books to read if you don't buy them--makes it an IDEAL target from where I sit.

There's nothing to "understand" if it's never been tested successfully before. From brief research since you started talking to me about this, it looks like Cuba has maximum wages, but it doesn't look like there's any clear before/after information not tainted by lots of other concurrent changes.
