Yeah, I don't see how you prevent people from hogging a charger spot every day. Lots/most people are going to take the empty charger whenever it's available, even if they don't really need it.

Offensive teams would commit penalties if they saw that their last ditch play was going to fail so that they would get another attempt.

I visited Charlottesville for the first time this past summer and was absolutely shocked at the way vehicle access is set up there. Seemed ripe for pedestrian injuries.
