The bricks used to build Alcatraz came from the quarry at San Quentin prison which is right across the bay. Fat chance you'll find labor that cheap today.

Nothing on the island would be reusable, it would have to be completely leveled and built up from scratch. It was falling apart in the 60s which is one of the reasons it was shut down in the first place. Not to mention the cost of hauling everything out there.
