Assume we break Canada in to Provinces like States. Do the 36k people in Nunavut get 2 electoral college votes, the minimum? 1 vote to 18k. While Ontario at 12.5 million gets 19, similar to Illinois? 1 vote to 650k. Not gerrymandering. Not a monolith. Where does the influence go?
