This funding will support the development of Great Pond as a municipal water supply. It will include the construction of a water intake and water treatment facility, as well as a fishway to maintain flows for fish passage.

The issue I see is they are describing what they are doing as an audit. It's not an actual audit, they are simply identifying spending programs and if they don't like them they are cancelling them. An audit would report back findings and explanations of programs. Big difference IMO
