People would know what candidates stand for if they support the Contract. No more guessing which issues potential representatives/senators/presidents-vps stand for, clear as day.
Take the House & Senate. Make Constitutional changes through the proper processes, with citizens votes. No more BS.

Our Senate: each state has 1 Senator from the Republican party, 1 from the Democrats, and 1 from "other" (Independent, Green, Tea, etc)
The House: each state's COUNTIES have the same as the Senate: 1 Republican, 1 Democrat, 1 Other
SCOTUS also equal conservative/moderate/liberal from state congress'

Is the Senate behind it? Does this require their votes?
